Public-initiated disputes: started by a public institution (claimant) usually the government or one of its agencies, done for the purposes of upholding laws and norms in legislations and regulatory frameworks. Public-defendant disputes: public institutions are being held to account for some kind of bad behaviour. Private or another public institution is seeking to uphold government"s own code of conduct. If a concerned member of the public goes after another individual or organization that is violating governmental laws, it is not a private dispute but a public-defendant dispute.
