The idea that one linkage leads to multiple other linkages. ) Functionalism only got us so far because nationalism and power still matter. Its not that two states rely on each other, its that there are multiple actors within and outside of states that all interact interdependently (interdependence across levels, across agendas, across ideologies. ) Complex interdependence is the new agenda of international relations according to neo- Its also important to study how cooperation is managed and achieved. There is a role for conflict, as it is a threat to cooperation in this context.
