Globalization has increased the importance of these questions because the scope for harm or assistance have increased so questions around the nature of international ethics have increased saliency. No distinction between insiders and outsiders they are all equals. Core idea that humanity is a single moral community and that transcends state boundaries. Everyone"s moral rights must be assessed from an impartial perspective.
