Broken windows became a very popular theory, although it was untested. Nonetheless, this theory inspired a lot of policy. Some saw this as an overly aggressive policing, especially aimed at the minty communities. Robert samson was a big figure to test what the evidence tells us about broken windows theory. It is a bad assumption to make to to relate graffiti with crime rates. You are only studying crime statistics; you are not testing what the person making the crime was thinking. Different people have different interpretations of the exact same thing. You can see graffiti and think it is a vibrant neighbourhood and think of many artists instead of thinking of disorder or violence. Billion-dollar condo developers preserved his graffiti when they took down the building. This went against the rebellion behavior that banksy had in mind. Characteristic of a neighbourhood level, not a person.
