Concern was that in some cases police were not involved as much as they should"ve because they believed cyber realm was not in the area they should be patrolling. As a result, some cases have been reopened. Those at the top are directing officers to do their job. Officers should move quickly, so it makes sense to judge their efficiency based on response rate. If you take 3 hours to get to a home, response rate is not good. Arrest rate can be seen as good and bad if its high or low, so not meaningful when it comes to judge efficiency. Police forces in calgary have to manage demand responsibly. By centralizing all emergency services in one, there is criticism that response rates will drop, and there will be bumps in sending people to right place at the right time. When citizens do report, a lot of people are arrested, but not all are prosecuted.
