Takes place when the police choose to selectively enforce laws. Due to the perpetrators membership in certain social groups. Life in prison for the deaths of 26 women. May have killed as many as 49 women. Most services, small group of officers account for a large number of complaints. Truism: 10% of officers generate 90% of all the problems faced by police officers. Studies on minneapolis, new orleans and miami found them successful. Good when done over a long period of time with focus. Pressure to hire more women officers did not begin until 1970s. 13k female police officers in canada in 2011. The small number of visible minorityes: restrictd access to emploumnt. Larger than the public police sector throughout the 1990s. 2006: 60k police officers, 90k private security and 10k private investigators. More private security are under 25 or over 54. Early warning systems: effective in detecting "problem" police officers.
