As you might expect, financial management of child care organizations is highly regulated. The majority of child care programs in ontario are not-for-profit operations to which municipal and provincial governments contribute some operating funds. However, government contributions are small and tuition fees account for the major source of income for child care programs in this province. With the current atmosphere of greater scrutiny of government-funded programs, you may expect that even more regulations regarding financial matters will be introduced. Interestingly, the first version of the day nurseries act, which you will recall was passed in the ontario legislature in 1946, was primarily focused on financial management. It was not until the post-1960"s period that the needs of children came to be addressed more specifically in the legislation. Now, in the child care and early years act, even less focus is given to financial management.
