Child care is a public good and privately operated centres should not profit from caring for children- therefore early childhood programs should be a fully funded service. In a non profit program, any budget surpluses must be invested back into the program or returned to the sponsoring agency. Must have a board of directors that make key decisions and manages the organization. A non profit corporation is a legal entity- it protects individuals from certain liabilities by creating a decision making board of directors. Decision making tends to be more complex as there is more players and procedures. Commercial programs are for-profit, and are privately own businesses. They make up 25% of canada"s ec programs. Distribute their profits to owners or shareholders. Owners can make decisions with little consultation with staff/families. In general, it is much easier and less expensive to set up a for-profit organization.
