Both backed up by a wealthy class of industrialists and a burgeoning middle class. France takes issues with russia"s feelings that they themselves are protectors of christians in the ottoman empire. France is given the keys to the church and therefore become the of cial protectors of christians in the ottoman empire. Mobilise the army because they become very angry at this, they have legal precedent for staying in control via 2 treaties. Church is given back to russia, britain becomes alarmed because they see russia acting in a belligerent manner and therefore propose to mediate the problem. No meeting of the nations/congress - problem is determined not to be large enough for something like this. Stratford canning is a career diplomat who everyone has a great deal of respect for, he is the mediator.
