Sublime parte = government administration grand vizier office. There was a big division in the ottoman society between those who were literate and those who were not. Nationalism takes root rather late among the muslims of the empire. Primarily a military reformer, but also saw the need to act decisively against political forces that paralyzed royal authority. Created a european-style army corps to eliminate the janissaries. Timar = plots of land the sipahi were granted. This was the highest position of the religious class in the empire. While this position was always appointed by the sultan, they wanted the bureaucracy to be able to control his office. One big attempt to centralize power to the sultan and his officials at the top! Declaration of the rights of man and of the citizen: Ottoman officials would have read this in french and would have been influenced by it immensely (french was the language of diplomacy in europe at the time)
