Every province and territory has its own form of legislaion that both sancions the pracice of planning and speciies the format of plans for that region"s communiies: normal and necessary public funcion. Set of planning procedures and legalisic steps zoning, subdivision control, height limits are not, in itself, community planning: means of accomplishing it, but not the ends. Real need for planning arises when people in community, its ciizens, realize a desire to improve their community"s natural and built and environment. Community planning is about ciizens aspiring to a preferred future for their natural and built environment. The need to solve present (and avoid future) Airports, new expressways, shopping centres, etc: 1960s major concerns over physical deterioraion in communiies. Urban renewal a major planning strategy: 1950s problem of adequate levels of housing and uiliies (hospitals, schools, etc. ) arose due to rapid increase in populaion and the introducion of the automobile.
