Rizvi states, life expectancy at birth for women has almost doubled while female literacy rates have gone up from around 15 percent in 1951 to an estimated 42 percent in 1998 (rizvi, 2007). Affirmative action, political organization, and collective mobilization are gradually transforming the status and position of many socially backward communities. (rizvi, 2007). Rizvi states, the enthusiasm for the vote, as demonstrated by voter turnout, is impressive even compared with older democracies. Elections have been mostly fair and free ensured by the constitutionally autonomous election commissions. (rizvi, 2007).
