Security exists when there is a low probability of threat or damage to citizens, government, territory: conflict exists when there are disputes concerning areas. War takes place when groups resort to the use of armed hostilities: war/conflict are not interchangeable, war is often the outcome of insecurity and conflict but not the only outcome. Security can never be fully assured for any state: ex. Even though canada has a high level of security, it can never be fully protected from threats and be secure.
