North america, western europe, oceania, some of eastern europe, taiwan, south korea, israel, These states have joined forces and integrated, ceded power to supranational organizations, devolved power downwards. Democracies: coming together: ceding power upwards through integration. Not a state, but there has been a steady movement towards meaningful integration. Radical step from sovereignty, not an easy step for states to take states generally do not give up power to anyone else.
