Lecture 13: foreign intervention and the responsibility to protect (ii) Realists would say no, but sometimes the suffering is too great for even the most hardboiled realist so intervention is necessary. Liberals would say that intervention is necessary and is our responsibility. The syrian civil war begin in march 2011. Alawite-led government against an increasing number of militia groups. The death toll is in the tens of thousands. The united states led an international aid effort called operation restore hope. The operation was moderately successful until 1993 when pakistani and american troops were killed in firefights. They tried to help here but were instead killed because their help was not wanted. So intervention may be a bad idea because it just makes some countries angry. In 1994, 800,000 rwandans were killed in the space of 100 days in a government- inspired killing spree. The united nations withdrew its forces from rwanda.
