Managers cope with complexity, leaders effect real change. Managers strive to limit organizational choices, leaders want to create real options. Managers use transactional methods to run their organizations, leaders use more transformational methods. Leaders do the right thing, managers do things right. We need more empirical studies to let us know how leadership and management should be used in real life. Public sector should set performance targets like the private sector does. But public and private management are not the same. Time perspective: government managers have relatively short time horizons dictated by political necessities: private managers take a longer time perspective toward market development and technological innovation. Measurement of performance: there is little agreement on how to measure the performance of a government manager while various tests exist to measure the performance of a private manager i. e financial return, market share.
