Housing female inmates is more expensive than males, but fewer females get incarcerated therefore travel costs to take them to female prisons. The judges have no discretion to reduce sentences for anyone convicted of a crime carrying a mandatory min sentence. There are 29 offences that carry a mms: crime and violence are often used incorrectly as interchangeable terms. Statistical changes may reflect change in incidence of crime or change in reporting of crime or enforcement of laws: vast amount of criminal activity not reported to police (reporting has declined recently).
