The arrival of tattoo parlours were being built in the most criminal areas across the united states these tattoo parlours were really catered to sailors lower class males. The assumption was that these tattoo parlors were dangerous and people who had tattoos were dangerous as well. Deliberate source of rebellion (still talking about males) Tattoo was seen as being an outsider. Biker gangs, prison inmates, people would pride themselves on being anything but a conformist. Questions dominant definitions of what was accepted. What some people believed is because there was a broader social climate this set people free to get.
