Youth restorative justice project (yrap: concerned that youth were alienated from criminal justice processes as a result they created a program for the youth. Relies on referrals from the system and uses similar functions of the traditional system. Exploitative criminal justice system actors: actors within the system and how they marginalize individuals, eg. Police target hot spots, or are allocated to areas that are thought to be more risky (working class neighbourhoods, more minorities) For the js, the police only have power when they arrest somebody, but by exercising their power, they demonstrate that they have power. It occurs within the context of these relations: power is used to produce desirable outcomes use power to get people to act in a certain way.
