It was cheaper to just put people in jail and leave them: in the states (80s) they wanted to have less programing in. People in the system are in jail, but now, people in the system also includes people on probation, or are doing community service etc. The net is widening: 1987 gendreau and ross. Published survey for over 200 studies on rehabilitation. A more powerful technique than simply doing a literature review. All is not for not, many of these programs in prisons are having an impact on reoffending. Martinson just did a regular literature review: new policies came into place.
