SOC 3750 Lecture Notes - Lecture 9: Proactive Policing
Document Summary
Really about intensified surveillance, on the basis of race, without probable cause. Occurs before charges are laid, or contact is even made between the officer and the individual. We are referring to: moments where officers are using race as grounds for suspicion or surveillance, encounters that are police initiated (proactive policing) Ex. excluding calls for service, stops where suspect matches description, etc. A(cid:272)ial profili(cid:374)g (cid:858)dis(cid:272)o(cid:448)ered(cid:859) i(cid:374) 1993: robert wilkens convinced he was pulled over because he was black, and used the phrase racial profiling which caught on. Blacks and/or hispanics were consistently over-represented compared to whites in terms of traffic stops: did observational benchmarking for a bit instead of using census date teams observe and record racial composition of drivers they see. Ideally teams observe and record infraction rate by race.
