Cop has to believe that legitimate (for example, what they were taught in training wasn"t good enough) are in adequate. Examples: falsifying reports (to get a conviction), they hide procedural violations when submitting their reports. Brotherhood of corruption book example: cop smacks suspect to get an answer out of him.
