Terrorism is a concept that isn t always used fairly. Analysts and media often try to solve problems by trying to determine what is/isn t a legitimate target. Attacks are all considered wrongful because of attacks on innocent parties. Applied selectively to denounce certain groups and to sometimes spare others.
