Floods are the biggest natural threat, becoming larger and more frequent. This is not because of global warming, more and more people being put in harms way. For the average person, the most-likely disaster experienced will be a flood. Losses from natural disasters are escalating and will continue to escalate. Intense rainfall is the most common hazard as it can happen anywhere. Central valley, mississippi river vally and pennsylvania constantly experience flooding. Central texas has the least policies regarding flooding, but most severe flooding. 1972 flood: 15 dead, happened at 2:00am, no preparedness, 16inches of rainfall new. 1998 flood: river rose 38ft in 40m, 24h after it began, city of cuero was not warned, under water. There are winners and losers in the disaster game . 1900, 1921 san antonio, 1935 austin ( 100yrflood ), 1936 austin. Texas has a region known as flash flood alley , an area with very high flood risk.
