Start from a place of change, where lots of people got into debates about best way of doing things, what standards are needed. In a time where there is no con ict and disagreement, there is not much social shaping. Identify individuals/groups with an interest in the problem. Allows us to look at history through di erent groups who may not have so much of a gurehead but had an interest in the problem. We should look beyond our rst guesses of who was involved.
