Agenda setting on slide focusing event is something happens and brings a problem into light . Indicators change quantitatively for ex: focussing events, normal feedback evaluations of processes to see if best practice is used. When is something really a problem how do you convice ppl of this: affect large % of ppl or small % but incidence is super high in that group. New governor arrived and wiped out whole project that was going so well and ready to be put in action.
