Balance of power is tough thing to manage in the era of growth. It was a policy that there had to be a balance of power, they thought it created peace. Sailboats was relied on a lot, then came an engine based warship but coaling stations were important for this type of boat. There was new artillery tank, now the range is bigger and more damage could be done.
