Norms, beliefs, values (moral, ideological, religious, etc. ) Most were fairly closely related by blood or marriage. All enjoyed the good life, in contrast to their subjects. Great powers had trouble maintaining large standing armies and relied upon mercenaries. Fought over relatively minor stakes (chiefly territorial adjustments, successions, etc. ) Sought to promote and to protect the french revolution (and then later his own imperial rule) by externalizing conflict: deliberate imperial policy. Cultivated nationalism to mobilize society for warfare. Fully mobilized the economy for war: invented the nation en armes. ** result: war became a mass activity and much more deadly.
