Pirate/outlaw: don"t follow int"l law, thought of as harmful, disruptive problem generators. Chomsky feels us is a rogue regime (similar characteristics) Pose problems to international community: military threat. Depends on situation (if especially dangerous, try to contain cold war: doesn"t deliver what we look for in a state, protection from invasion, criminals; healthcare; education; Problem: since 1988 been w/o gov"t, barren part of world, how to rebuild failed state, help with development.
