In homogenous societies, most groups will share similar norms, re ecting the overall norms of conduct of the society. In more complex, diverse societies (heterogeneity, urbanization, industrialization) an over societal consensus on norms is less likely. The more complex a society is, the greater risk there is for cultural con ict. Cultural con ict - a theory that attempts to explain certain types of criminal behaviour as resulting from a con ict between the conduct norms of divergent cultural groups. Immigrant conduct norms vs the norms of the established/dominant culture. The criminal code - binds all those within canada to this set of laws, however, some cultures have different codes of conduct. The criminal code is determined by the beliefs of those in control of the legislation.
