From the earliest times, the principal builders of mesopotamian culture and history were the sumerians. There was a high level of civilization, excavated canals, further developed agriculture and erected statues. Politically they were never very strong as they were organized as a collection of independent city states. Kings were also priests and also representation of the local deities. There was a continuous tale of rivalries and wars, infrequent unity and stability by the ascendancy of one city state or another.
