Planning allows us to: avoid land use conflicts. Planning tries to prevent harmful effects from pollution close to residential neighbourhoods: provide and protect public goods. Planning can play a role in protecting the sustainability of the future. There are certain goods that are better provided by the government. Provision of infrastructure, it is easier to have a single provider. Public implementation and planning has been improving, pursuing the triple bottom line: economically, socially, environmentally: costs versus benefits of planning. Regional government is responsible for larger services like transit. Local is responsible for zoning, by-laws: some responsibilities are shared and these often create challenges for planners. Federal planning is most often in the form of funding, they own many lands used for parks real estate, infrastructure, housing and they plan these on their own. Province does all the same as the federal government but they create planning legislation. Municipal government is the one to carry out the planning.
