Different types of municipality have different roles and responsibilities related to planning. Local plans must conform to upper level plans. Contains polices for residential commercial, parks and open land use. 4 requirements: comprehensive land use plan with minimum density, tod guidelines, parking management strategy, description of minimum density. Input of various studies planner must balance all these requirements. Study approach: overview and background, land use options and analysis, community master plan and support master plan and supporting studies. Land use options: vision, guiding principles, design principles, key objectives. Fischer hallman corridor as a spine: not as much a divider or barrier .
