Mercantilism the attempt of governments to manipulate economic arrangements in order to maximize their own interests, whether or not this is at the expense of others. (robert gilpin, 1975) Scramble for africa takes place after the congress of berlin (1884) which ratified existing (colonial) boundaries in africa and declared that occupation was required in order to colonize. The moral idea that the colonial powers had a particular responsibility to civilize, educate, and develop their colonies. Ideological shift: the rise of self determination as an ideal, esp. in the vienna agreements at the end of the first world war; Economic shift: post-wwii europe is devastated, and there are not the resources to maintain colonies. Geopolitical shift: usa has become an important power and does not support colonialism; any remaining colonies of the defeated axis powers must be dealt with. Describe economic and moral motivations for colonialism.
