Control tool for superiors to inluence subordinate behaviour o. Rules apply equally to all clients in similar situaions. Control bureaucrats can"t subsitute own decision-making criteria for those set by superiors limited discreion. Consistency imparial and similar dealings with clients. Certainty increased client conidence in organizaion: writen records.
