1974, young guys who have been drinking. Cop came up to them, told them to go home and sleep it off. Went up one street, down other, smashing tires, slashing tires, smashing windshield, slicing up drying laundry, creating chaos. They were caught: 22-24 separate incidents of vandalism. Mark yantzi, young parole officer, suggest the boys to see what they had done and go apologize, put that in report. Fair judge looked at report and agreed, but there was no precedent: went out on a limb, taking a chance, and made it happen. The kids would actually rather being put in jail.
