We use this term so that those who fit under it can be counted (measured) We used to have very strong rent control laws after wwii. Mike harris comes in and creates the ontario rental housing tribunal. This is unfair because the tenants now had less power and less rights. Was supposed to help people but now landlords could justify increases in rent and charge more for the same apartment. This was protecting the landlord and not the renter. So it was now easier and quicker to kick out tenants. This was one of the reasons why there was an influx in rental housing in the 90"s.
