Social organizations have social and cultural principles aroud which everything is structured, ordered and catagoried. The formal structure of an organization (mission, values, principles and rules) can be different from the informal structure (practices in the organizational culture) Formal rationality concerns the justi cation for acheiving goals in the most ef cient way, regardless of potential unintended negative consequences. The four elements are ef ciency, quanti cation, predictability and control. Traits of bureacratic ef ciency include specialization, hierarchy, rules, technical competence, impersonality, written communicaitons and positive sanctions based on technical merit.
