Scotland, england, and ireland: mid to late 1600s: pirates ranged the caribbean to pillage european ships, currently: most pirates operate off the northeastern coast of africa and in the south. Chine sea: most of today"s acts of piracy involve online piracy (including movies, software, banking information). Some practise hazing or beatings; others require a criminal act as part of their initiation. Infiltration and control of private and commercial banks: control of illicit or black markets. Involved in crimes ranging from cigarette smuggling to illegal gambling: e. g. Indian posse, redd alert, alberta warriors, native syndicate. Indigenous groups have been involved in very serious organized crime activities in both urban and rural communities: truth and reconciliation report outlines ideas of how to address this problem, including restorative justice and ending marginalization. They are a threat to democracy, national security, and international development.
