Inmates are more likely to be violent offenders: maximum security prisons have the most trouble with security and riots. Environment more repressive: kingston considered to be one of the most violent riots in canadian history, took over the whole prison. Prisons are segmented to avoid inmates from moving about or to avoid riots from spreading. Policy was to keep in gen pop, but in a separate wing.
