The april 1971 kingston penitentiary riot: federal system houses more serious criminals, with good behaviour, inmates can move down from maximum to medium to minimum security prisons. Inmates are more likely to be violent offenders: maximum security prisons have the most trouble with security and riots. Environment more repressive: kingston considered to be one of the most violent riots in canadian history, took over the whole prison.
