Time too much going on in a legislature, need to divide labour. Develop expertise amongst members in specific areas (much like parliament, committee work requires a part structure to be effective) Allow for public and expert opinion during legislative process on the public report. Provide a means for members to probe into the details of policies and programs. Note: committees are bound by their orders of reference. Reporting and tabling documents in the house in accordance with an act. One it is tabled in document, it is open to the public. Examine and inquire into all matters that the house may refer to them. Require the attendance of persons and/or the production of documents (more power than a court to command answers) Have any documents or evidence published from day to day as required. Retain the services of experts and professional staff. Chosen by the whips, plus associate members who may be appointed to sub- committees.
