Why these changes matter: international system is not changing, history, globalization (increased trade/increased migration) isnt thattttt new. In the past 50 years there have been no wars between great powers. International systems have a big type of impact on how the states act with each other. The power system in the middle called the core, this is a central power controlls all policies (this is rather an empire) Over lapping authorities at local levels, no central authority. Rule is decentralized, there is no common legal system: arbitrary taxation, unpredictable.
