Theory: all humans should abide common standard of universal ethics. States as a high moral good in itself. States actions can only coincide with their national interests of power. Provide institutions (eu, un, wto) machinery to facilitate security, economic, etc. No on way to be a communist state, many have claimed to be one but they are all different. Does not diminish the role of power, it is necessary for institution. Structural patterns and behavioral norms: disregard human nature and political morality. Value judgments do not play a large role.
