By 1947, it was well known that penicillin could be used to treat or cure syphilis but wasn"t given to diseased men. Subjects randomly assigned to be guards or prisoners. Had to be called off after 6 days b/c participants were becoming excessively violent. Developed as an international code of ethics in medical research, following wwii war crimes trials. Human trials should be preceded by animal trials and surveys of natural progression of disease. Benefits to science weighed against risks to subjects. Trial-council policy statement: respect for persons, concern for welfare, justice. Free - without pressure or coercion (ie. making an offer you can"t refuse like offering.
