Main principles of the ycja (2003: crime prevention, rehabilitation, meaningful consequences (crime control idea, to prevent crime) Alternative measures: redefined as extrajudicial measures , diversion methods available to police and the courts, formalized in the ycja, police discretion. Minimal interference: also present in the yoa, but removed from the ycja, due to the formalized diversion section. Conservatives table bill c-25 in 2007 (failed): more youth detention, legal and youth experts criticized both proposals. 2008 election promises (conservative party): conservatives argued for life sentences for murder, maximum 14 year sentences for violent offences, further, remove legal protections for some offenders aged 14 or over. Conservatives table bill c-4 in 2010 (recalled): similar theme to c-25 and 2008 election promises. 2011 election: conservatives win majority government, quickly table bill c-10 (safe streets and communities act, c-10 is passed in 2012, amending ycja. Bill c-10: major amendments to ycja: primary goal: protection of the public.
