Respect the specific needs and development of the young person. Respect gender, ethnic, linguistic, and cultural differences. Respond to the needs of aboriginal offenders. Involve the family and community in the rehabilitation process. Exceptions: 1st or 2nd degree murder, attempted murder, manslaughter, aggravated assault. In order to get a custodial sentence youth has to have committed; a violent offence, previous breach of conditions form non-custodial sentences.
