He was thus open to quebec"s request for special recognition. The meech lake accord drowns in june 1990: After the trudeau attack on meech lake, the accord slowly unravels. Meech was a formal constitutional amendment that had to be passed by the federal parliament and all ten provinces. Over the course of three years, some of the provincial governments that consented to the accord lost elections, and the new governments were less supportive of the accord.
