The Liberal Debate:
- reform liberalism: new countor argument, challenges the classical
liberalism.

- debate between personal freedom, limited govt, equality of right

- classical liberalisms personal freedom: the absence of cohersion,
freedom from from cohesrive power aka the govt, inviduals should be left
alone to choose their own rules, negative freedom. Limited govt: they
believe in limited govt in order to sustain a civil society, the govt should
do very little in the provision in the army, provide a police force to hold
the law, without govt we would live in a state of nature (English civil war
looked like), there must be a systems of port to enforce contracts agreed
to consenting individuals such as army, police and courts. Govt should be
the night watch, protect from the enomies. Eqaulity of rights: all citizens
are subject to and abide by the same set of rules. Committed to
procedural. Consent of the govt: govt must be accounted to the citizen,
must have the consent from the governed in orerdor to act. Who are
governed, they are the citizen. Those without property do not count, you
have to be a property owner.
- Reform Liberlaism we the people who the governed are. Personal
Freedom: something more than the absence of cohersion, freedom from. It
is a positive right, freedom to, freedom to develop into your full potential.
That means larger role of govt, the more you make the more you pay (the
classiscal would not agree with this). Govt has many resoliblaies beyond the
night watch, beginning with education. Limited govt: bigger role of govt
Equality of rights : opportunities, equity, interested in outcomes than
