The commercial (industry): voluntary agreements (negotiate, bargain, collaboration and exchange, power as contested, private interest, innovation, investors, work ethic, risk takers. Concerns: more costly, non competition clauses limit system wide planning and service integration, contractual obligations reduce long term policy flexibility, data confidentiality can limit public consultation, cost savings achieved by reducing worker wages and benefits. Are p3s more risky and more costly for the public: ontario hospitals, universities, west coast highways, recreation, water and wastewater. Operational: more technical, may be resolved w/o public standing, bottom up decisions, regulatory or bureaucratic decisions, typically reactive. Direct lobbying occurs through: formal/informal meetings, submission of briefs and policy papers, appearances before parliamentary committees, telephone calls, written mail, e mail, petitions, alliance, and coalition building, organization of protests, litigation.
