Most people were not in the 1% Most were poor substistent farmers living in shocking poverty - however unlike today rich romans realized they should do smth to help everyone along the hierarchy of income. Someone will go to someone a level or two above them seeking assistance. Patrons provide any service they can: legal, financial, find husband for clientes daughter. Once he does that the guy becomes a forever client.
